No, students did that by going to school and being willing to pay anything.
The readiness of student lending and the idea that everybody needs to go to college helped, but millennials choosing to go to school ultimately drove up prices. It's simple supply and demand. States "slashing spending on education" is what the educators tell you the problem is.
