Even Nebraska is on a 6-year graduated track to full membership in the BIG.
They will not receive a full revenue share until the 2017-18 season. Rutgers and Maryland are also on a 6-year track.

TCU and WVU joined the Big 12 and were put on a 4-year track.

Utah did not get a fukl revenue share until this year. CO became a full member immediately, but since the Pac-12 paid its exit fees ($6.8M) it has has that taken out of its revenue share over the past three years.

The P5 are the ones who dictate the conditions for inclusion. They're is no outsider that has the leverage to establish conditions before it joins.

Texas might well be a member if the Pac-12 if it had been willing to equal revenue sharing and agreed to fold LHN into the conference network.
