He leads the team in tackles because the defense
Is specifically engineered by Howell to funnel tackles to him. He has said the job of LBs and DL is now simply to "hold blocks" so the secondary can make plays. It doesn't look pretty on the field but it racks up tackles for his bro. Mission accomplished.
