The best schools are to the East of Sacramento. Folsom and El Dorado Hills (where I currently live) have some of the best schools in CA.
Much of it comes down to her need to access the city. Folsom and EDH are about 20 - 25 minutes from downtown Sacramento, but can be longer during rush hour. Elk Grove is fine, but no where near as nice as Folsom/EDH.
