Obama is just declaring it wilderness land to make it impossible to be developed. Of course, it couldn't be developed without an act of congress anyway, and congress can act to undo what Obama just did, so this move is largely symbolic.

And, with the development of shale oil, ANWAR isn't that important as an energy resource at the moment. It may be someday. But we hit energy independence without it.
