the $100s B spent on cancer research now doesn't seem like a great investment
I think it was Nixon that "declared war on cancer." Medicine had cured polio, measles, beaten back malaria, introduced new antibiotics to fight infectious disease, invented new procedures and devices to help with heart disease. It was a forgone conclusion that cancer would be "cured" by the 21st century. And here we are still treating it with surgery, radiation, and chemotherapy just like the 1950s.
