For the purposes of the lender, buyer, and seller it is. For the purposes of the county/city for the generation of tax, no it is not. They have a schedule they use that determines when values are updated. I bought my home 2 years ago for $20,000 more than the current county valuation. It is now worth at least $20,000 more then when I bought it. That disparity is pretty consistent throughout the neighborhood.
