Regarding net neutrality, is anyone aware of any dispassionate, non-political,
data-based academic analysis on the issue, and on the potential pros & cons of the new legislation? The crux of the matter, from what I have read, seems to be whether or not ISPs are (or are becoming) "natural monopolies" like railroads, airports, or public utilities -- or possibly just full or quasi-monopolies created by local legislation.

If they are, then there may be an argument for regulation to prevent anti-competitive practices, as with any other monopoly.

If they are not, then the government should probably butt out.

What I haven't seen anywhere yet is a well-done, objective, data-based, dispassionate analysis of whether or not ISPs are actually monopolistic. Given that this is a relatively new industry and technology, and has likely developed and changed a lot in recent years, it would need to be a recent study, I would think.

If my understanding is inaccurate, please let me know.
