but there's a certain percentage of your income, that if you haven't withheld enough tax throughout the year, they'll penalize you (for not giving them a large enough interest-free loan presumably). I, like you, decided to jack my allowances way up one year and almost crossed that percentage threshold. I barely escaped paying the penalty. I now follow the rule of thumb: withhold as much tax as you can without getting a refund.
