They're tied with Portland, though, and so when you consider head-to-head with

those 3 teams then you'd have Portland as the 6 (3-1 record), USF as the 7 (2-2 record) and SCU as the 8 (1-3 record). However, if they only break the tie for 1 team first and hold a 2nd tiebreaker for the remaining 2 teams (which it appears may actually be what is going on here) then you are absolutely correct on that. Very confusing though.
