From what I can tell with the kids that are getting denied in my stake the last few years, they all have similar service hours, belong to clubs or organizations like Special Olympics, and get denied. Several have even been extremely active in the arts -- accomplished musically, perform in local community playhouses, etc. Denied.

The ones in Student Gov't even if you are just a rep or sargeant at arms or whatever are getting in.
