Because he is providing quality reps to 11 guys on defense, WR's, TE's etc.
Neither the offense nor defense gets truly quality reps if there isn't at least someone who can execute the offense with precision. Honestly, there is no one in the stable we are preparing to ever see the field at QB other than Hill and he can't play. You have to prepare the other 21 guys and their backups...
