People will hit an ice patch and rather than correct and get through to the dry surface they'll slam on their brakes. About a week and a half ago I was on my way home from the airport just as a freezing rain storm was moving in. You could tell the moment the bridges iced... no problems and then about halfway home there was an accident at every bridge I came across.
