A lawyer on either side could probably make a pretty compelling case - especially the way part of it refers back to other sections.

With that said, I have been lit up before by UHP for impeding traffic in the LL. I was going just over 80, passing somebody who was probably going a little over 75. I would guess the overall flow in the area was in the low 70's. I was already nervous about my speed thinking he was going to pull me over for speeding, so I didn't speed up. He quickly flashed all his lights, I sped up and moved over and as he went by he motioned to me making it clear that I needed to get out of the LL post haste. And no, he was not headed to an emergency or something. Kind of interesting.
