I grew up in Billings and my parents still live there. Honestly, I would love to
move back to Billings someday but I'm biased, and prefer the smaller metropolitan area (100k-150k) after living in Denver and now Southern California. It has plenty of amenities, including a temple. There were 2 stakes when I was growing up and believe this is still the case. I grew up in the "heights", specifically the alkali creek area, which was a great place to grow up. The schools were good in that area but the "west end" near the temple also has good schools and is a nice area. Not sure on the wards since there's a bunch, but my old ward, alkali creek ward, has a lot of kids and young families now. There's lots of activities for kids, including all you asked about. While it's not in the mountains, it's about a 45-60 minute drive from some mountains, including red lodge ski resort, and an hour and a half from Bozeman and Big Sky ski resort. Yellowstone isn't too far away as well. Cost of living is pretty reasonable but can't comment on the increased costs due to oil boom. Any other questions let me know.
