Id be a fan of after accumulating so many credits they let you stay but it have
pay non lds tuition. So many credits won't tramsfer and you will be required to nearly restart your major again at another school. Will be wasted time and money.
Ideally, I would believe that within A threshold 60 credits, the bishop AND the honor code office should work together to decide whether the student may stay. Bishops will have their biases no doubt, and from what i understand they have the final say. I think an objective and outside source with similar goals for the university should be involved in conjunction to promote fairness for the student. My $.02
