setting the upper limits that student fees can be used to support athletic departments. Those limits very according to the conferences or divisions to which the schools belong.

For schools inP5 conferences the limit is 20%. For other school in FBS,the limit is 55%.

For FCS schools it's 70%, and for schools without a football program in divisions III, it's 92%.

The legislation takes effect in 2016 in the schools will have 10 years to meet the new limits.
