Question for CB family lawyers
A guy at church asked me if his granddaughter (a minor - 15ish IIRC) could have her name changed without her father's consent.

Mom and dad are divorced. Mom has custody. Dad is a total DB and deadbeat. He never pays support but has parental rights. Child has dad's last name but would like to change it to mom's last name.

Can the minor do so without obtaining father's consent and potentially over his objection under Utah law? TIA.
