The performance / tuning aspect is an one that cuts both ways, due to emissions and safety regulations. A more fundamental question is whether car owners will be allowed to disable built-in wireless telematics and prevent the manufacture / (anyone who "borrows" the connection) from communicating with the car. Manufactures and governments want this ability. Must consumers accommodate it?
