if they are used again they will likely be by a terrorist group attacking a
Civilian target. Most likely abroad somewhere. If things ever got hot enough between Pakistan and India maybe.
I don't know that we would see the Iranian govt using them on Israel (Save that terrorist scenario listed above) . Iranian leadership knows the west and the rest of the world would take their country from them in a truly united effort. For the time being I get the sense they are content to try and have a shadow war with Saudi Arabia over the Middle East to expand their sphere of influence.
