so, DMV is telling me I need to re-register my vehicle if I want a new title....

I just paid off my car and have a notarized copy from my lien holder that the car is paid in full. You would think I could just take the letter in and get a new title without the lienholder.....but.....no.

I must re register my car and get emissions inspected again in order to get a new title.

Is this normal DMV buffoonery?? UGH!!!
