Definitely ball bearings, get a set of 30 weight

you can rotate the wheel 1/2" side to side? That would be the bearing. Usually

Still moves back and forth the tire off and pressure is fine.

Shimmy? (Shake?), burning smell, stuck...sounds like a stuck brake caliper

I'm slowly coming to that conclusion. Much preferable to a bad bearing.
