If you notice, I changed my post

You were correct. I also guess you are right about transportation costs allowing BYU to offer a higher CoA benefit, though apparently Utah (at least based on the article I linked) could go to around $5,500. It makes me think BYU is also a $1000 or so lower than the maximum they are allowed to pay.
