They are limited, per the O'Bannion judges ruling
to numbers similar to the schools actual cost of attendance for all students. The best guess as to why BYU can pay more than the California schools likely has a lot to do with travel -- BYU students come from all of the US and even Internationally, most students at PAC 12 schools come from within the PAC-12 borders. Additionally, since scholarships already cover housing costs, the CoA isn't increased because of expensive housing prices in the larger cities.
