Sure it does, may not be a decision point, but if BYU takes the wrong approach
on this it gets eaten up locally and in recruiting LDS athletes nationally and further sets us apart. The stipend amount sends the message that we intend to compete and compete vigorously and shows Frank and all recruits that we mean business. It should be used with every recruit in every in home visit and will come off very positively not only for that recruit's financial situation, but as a show that we are selling this to future potential teammates across the country that this will impact a lot more heavily.
