However, in those situations where a recruit is making a tough decision between two schools - every little selling point helps, and being able to market the message that BYU is no cheapskate, and is willing to pay you much more than school X for all your hard work and dedication, will most definitely tip the scales.

I agree though that the bigger impact will be stipend vs. no stipend.
