I use the end of a shovel, not the blade.
Just work it up and down several times and then throw more dirt and work it in again. It's a great workout.
I've only ever used dirt.

What do you use to tamp down soil around fence posts on a pasture fence?

A soil tamper? Seems like the obvious choice to me.

Just make sure you get the one designed to go around pasture fence posts.

I have a 2x4 that I cut down on the table saw a bit so that it's more like a 2x3

Shovel handle. Oh, the hours spent doing this.
