I don't think its very clear what the Big12 thinks.
The Big12 has said a whole lot of contradictory things. I wouldn't take what they release officially to be indicative of what they actually think.
I doubt they do anything soon, though. It probably would take at least one more data point where they feel like they get un-justly left behind.
