If this was a case in civil court with a jury, that would be a guilty verdict because it is a "preponderance of the evidence," e.g., it is >51% likely staff and Brady were cheating.
People are ripping the NFL for not making a more "conclusive" conclusion. They think the NFL Report is weak and because it doesn't come out swinging and make unequivocal conclusions. But to me (and under our current justice system), their conclusion is just a round-a-bout way of saying "guilty."
