2 real possibilities
If the Church were to sponsor another university, it would have to be in Latin America. That is where nearly half our members live. It is where church growth has been high and constant. It is where The Lord's money would do the most good in terms of lifting members out of poverty and training future leaders. So with that:

1. Mormon Colony community in Northern Mexico. Advantages: cheap, controlled situation. Drawback: middle of nowhere with no airports, etc.

2. San Jose area in Costa Rica. Advantages: stable government, neutral ground in the Switzerland of Latin America, nice enough place that LDS professors would want to teach there. Drawbacks:not as cheap as many other places in Latin America.
