The biggest hurdle in pro sports (besides owners not taking the financial risk)
is balanced scheduling. No real need for divisions when the furthest a team needs to travel is 5 hours away by CAR. Consequently, everybody plays everyone else home and away, and there's no need (in their minds) for playoffs.

With a divisional structure, promotions and relegations would require restacking divisions most years, unless the divisions simply went away and the schedule were balanced. In an age where every team has their own jet anyway, I think it's about time.

That IS the reason I think it's impractical for college sports. You'll still have strength of schedule arguments, and there's no way you could shoehorn a "bad fit" (read BYU promoted into a conference with current PAC schools) into a league they aren't wanted.
