Probably more accurate to mention percentage of games vs P5 programs
ACC has 21 games vs. P5 but also plays 56 OOC games, which makes for 37.5% vs P5.

For Big 10: 19 of 56, or 33.9%

For SEC, it's 12 of 56, or 21.4%

PAC12 only has 11, but only plays 36 total, making it 30.6% of OOC games vs P5 opponents (and considering they play an additionalconference game you could argue 23/48, or 47.9%, games after the first 8 conference games are vs P5).

For the Big 12, it's 8/30 OOC vs P5 (26.7%), and 18/40 vs P5 after the first 8 conference games (45%).

Point being is that when loking at things this way, it's the SEC that really is embarrasing in its lack of quality OOC opponents, and at least the Big 12 and Pac 12 have the excuse of an additional conference game to not schedule more difficult OOC games.
