I was the guy flashing my lights at someone 1 month ago after I was
behind him for at least 2-3 minutes with him going right at the speed limit and not passing anyone. I wasn't tailgating but I flashed my lights. He didn't get over so I just passed him on the right and then he decided to get all road rage and try to race me or something while changing lanes but I wasn't having any of that and just ignored him. He got bored within a minute and got back in to another lane.
At some point you need to move over. I'm not that worried if you are there for a bit because you forget for a sec, but don't just camp there. If you do, you deserve someone tailgating you probably.
