the key factor keeping Utah low is the gender gap in labor force participation
Utah is lowest on that by far, and that's one of the few factors involved in the study. So, "Mom stays home" maps to "bad for families" according to the writer. At least the actual study isn't as blatant as the headline. Still, that's pretty bad.
