I think this metric is trying to measure the polices in the various states and how kid-friendly and parent-friendly they are overall, maybe as a kind of tool to choose where to live. The theory probably goes like this: the fact that lots of women in a particular state choose to stay home doesn't really impact me or my family as much or as directly as the states' policies do, especially if my wife wants to work.
