I've heard that if you pour bacon grease on their poop, they will come back....
...eat it and get sick. As long as they get sick on the neighbor's yard, you're good.
Otherwise, I would throw it onto their property, preferably the sidewalk or driveway, so it it quite noticeable.
I would talk to the neighbor first and give them the chance to rectify the problem.
