That's actually often intentional
Scammers have learned that there is a high Type II error cost--meaning that if they string you a long for a while and you back out right at the end, you've wasted much of their time. Therefore, they make the scam unbelievable for most people so that only the biggest fools fall for it--the ones who will go all the way and make payments. They don't want to waste their time with smart people
