Windows 7 or 8 gurus -- a Q on IP Config in a new WORKGROUP
I have Windows 8.1 on several laptops, ROKU, and a printer.

In setting up my private WORKGROUP, for some reason each laptop does 'see' on the network:

(1) Roku
(2) that particular laptop
(3) the router
(4) the address of my WI-FI connection

but does not see the other laptop or the printer, try as I might to JOIN the WORKGROUP following all of the Control Panel instructions for setting up the WORKGROUP.

When I was originally setting up the printer BEFORE setting up the WORKGROUP, each laptop 'saw' the new printer and was able to command a test page to print as directed from the laptop.

When I checked the IP CONFIG settings after the printer successfully printed from each laptop with no WORKGROUP, the ending number for the printer was .103, but after the WORKGROUP was set up, the printer self-reports its self as .103.

My guess is that I mucked up the IP CONFIG by doing something in the wrong order, or Windows 8.1 or its network protocols has at least one device locked on to the wrong address for the printer -- but this doesn't explain why neither laptop can 'see' the other, or why each laptop (when I 'leave' its WORKGROUP and then try to 'JOIN' the other one, they still cannot 'see' the other laptop.

Looks to me like an IP addressing glitch. When I emailed the printer's service department, they sent me sections of the operator's manual that I had already followed. (My impression is that no printing company quite wants to tackle Windows 7 or 8 IP nuances. I wouldn't either, but I don't make and sell printers either).

QUERY:

What are the 8.1 commands at the administrator's command prompt to (a) flush the current IP settings after modem and router have both been rebooted, and then (b) repopulate the IP listing or reboot so that the entire system starts over from scratch? There is only one physical printer involved, and I need the IP setup to reflect that and agree on what that address is. If the network can see ROKU without me doing anything to make it happen, why can't it see a new printer?
