As far as I know, if the bike lane lines are dotted approaching the intersection you can merge into the bike lane to make your right hand turn, this prevents bicyclists from sneaking up along, you would still need to check our mirror to make sure the bike lane is clear before merging. If it is not a dotted line, it is a dedicated travel lane, you must check before turning across it.
