I don't have a better solution, but I just don't like ending a game on a complete act of chance.
At the professional level, it really boils down to chance. No goalie has the ability to actively respond to a penalty kick. The goalie is basically forced to guess which way the kicker will go and usually the kicker has a split second to adjust after the jump.
Plus on the women's side, the goalie usually doesn't have the ability to jump far enough to cover the corners anyway. So a well placed kick to a corner has a very, very high probability of going in even if the goalie makes a jump in the right direction. This is why I laughed at France losing to Germany. Their kicker went low and mid goal for some strange reason. She put the ball in the only place where the goalie could actually get to it.
