I disagree that it is just a game of chance.

It is a mental game that requires practice, shooting skills, and keeper skills. I actually love the excitement and pressure of penalty kicks... But it isn't chance.

When one complaint is that there are not enough goals in soccer, and then you have goals in soccer and think it isn't right, then something just doesn't make sense.
