The F-16 was made for energy maneuverability

It would never lose to the F-35 anyway in close-in combat. Frankly, we should never have canceled the F-22. It was the most maneuverable aircraft I had ever seen. I have talked with F-22 test pilots who worshiped it. These are former F-16 and F-15 drivers. It could also defeat anything far away at standoff ranges in addition to dogfighting upclose. They all thought the F-35 was a dog.
