Capacitor
If the thing is humming but the fan not turning, it's likely the capacitor. You can take the cover off and see if the capacitor is bulged. Which means it's toast and must be replaced. You can do that yourself, it's easy, but you'll need to get the capacitor. Not too expensive, I think I paid about $15 the last time I replaced one but I got it for wholesale cost.

Where do you live? Do you know anyone in the heating/cooling business who could get it for you?

google online the symptoms and you can find help to figure out the problem and how to fix it.
