Legalize all drugs. (Up to a certain amount for personal use, beyond that amount you can be tried for distribution. Also driving and other dangerous activities should still be illegal while under the influence). Move all sales to the Internet with a user review system, tax the hades out of the drugs.
With the halving of the amount of imprisoned individuals and the billions collected in taxation, there will be a near endless supply of money to donate toward treatment programs to help the addicted.
Overdose deaths will dissappear as pure and reliable drugs are distributed due to user review ssytem. The black market and the source of the greatest evils of our days would dissappear over night.
Legalizing all drugs so that they can be controlled is the way to win the drug war.
