Drug use, it allows those that isolate and use in secret to come forward for help without fear of persecution.
You set up clinics for the truly addicted as determined by their healthcare providers where they can use their drugs or a medicative form under state sponsored monitoring by nurses. At the same time, you offer counseling and treatment.
