You're right, it's a simple approach. It won't work as easily or as cleanly as
you seem to believe, but hey, at least the approach is simple.
Just look at how marijuana usage, alcohol usage, and abuse of pain killers has increased dramatically in Colorado since the legalization of recreational marijuana use. While much of that was expected in the short term (though maybe not quite to the extent that it actually did), it's still way too early to say how it will affect all of that in the long term. So to say that it's definitely a cleaner and easier solution is pretty naive.
