First he allows chaos and puts tens of thousands of lives in danger because he can't get over his moral conscious of not killing people. I mean who could logically reconcile killing one bad person for the benefit of tens of thousands?
Now he decides he has to go after Superman because he is too powerful? Makes sense, let's destroy the guy who is helping and saving the planet because he has too much power doing that.
