I realize they had to go a different direction this year, you can't do another serial killer season after all.

It's way different from last year except for the screwed up cop/cops who need/deal with booze, drugs, and other personal issues.

It's more about corruption at high levels in city and state government and greed the driving force, then add to that the criminal underworld.
