They don't. In last year's scenario
the Big 12 was left out because they didn't play a 13th. In any year where teams are closely ranked, that have played in and won a CCG will be in the playoff.
The other P5 hold the edge over the Big 12. They would prefer every P5 conference have a CCG but are probably not displayed that teams with a CCG will always be behind the curve, everything else being equal.
