BYU would come closest to the first option and Utah and BSU the second option. And it appears that while BYU seems to be gradually declining in popularity, the popularity of Utah and BSU seems to be growing.

There's definitely something to be said for consistently, but fans need occasional exciting achievements to hang their hat on. 1984 was a very long time ago.
